Pam is Chair of Covent Garden Market Authority, leading the major rebuilding and chairing the Cultural Steering Group for Nine Elms on the South Bank. She is a non-executive director of Crest Nicholson plc, Crossrail Ltd and the Future Cities Catapult. She is also a trustee of the Design Council and chair of Design Council Cabe.

Pam was the Chief Executive of the South East England Development Agency (SEEDA) from 2004 to 2011, where she led large development and regeneration projects across the south east, and worked with businesses and local authorities to support sustainable economic growth and business innovation.

Previously she was chief executive of English Heritage, deputy chief executive of the Housing Corporation and a senior civil servant in the Department for the Environment. From 2004 to 2009 she chaired the Peabody Trust. She is a Fellow of the Academy of Urbanism, the Royal Geographical Society and the RSA.
