He was invited to join the Global Infrastructure Hub of the G20 in May 2021 as a Mentor on the InfraChallenge and was appointed an Ambassador (Green Buildings) at the Conservative Environment Network in November 2021. As Associate Director (City Relationships) with 100 Resilient Cities – Pioneered by the Rockefeller Foundation, Samer empowered other global city leaders to mobilise resources for resilience.

Samer joined the University of Kent as Professor of Planning & Resilient Systems in 2018 where is also manages one of the Arts Council's Creative Estuary projects, Cultural Co-location in placemaking through co-design supporting Ebbsfleet and Purfleet. He previously worked at the RICS in London in a thought leadership role and delivered the Institution’s corporate training on ESG & sustainability to corporate clients including the Saudi Public Investment Fund and Generali. Samer currently supports the Planning Inspectorate’s work on nationally significant infrastructure projects.

Samer was elected to Brighton and Hove City Council in May 2019, serving on the COVID Outbreak Emergency Board, the Health and Wellbeing Board, the 2030 Net Zero Working Group, and the Circular Economy Working Group. He is also a member of the Environment, Transport and Sustainability Committee. He served on the Climate Assembly Advisory Board in 2020 and has served on the Infrastructure Panel at the Greater Brighton Economic Board since 2018. He is a founder member of the Sussex Hydrogen Group.

Samer served a Trustee of the Town and Country Planning Association and the Royal Town Planning Institute.
